URGE THE CALIFORNIA STATE ASSEMBLY
PUBLIC SAFETY COMMITTEE
TO VOTE NO ON SB 116
PERMANENT SAFE HAVEN LEGISLATION

SB 116 (Dunn) will come before the California Assembly Public Safety Committee on TUESDAY, JUNE 14th at 9:00 AM. This bill will make permanent Safe Haven Legislation (SB 1368 in 2000 and SB 1413 in 2004), which was designed to sunset out in January 2006, unless statistics revealed it would decrease the number of newborns found dead and abandoned. It hasn't.

Cal Open seeks a no vote on SB 116, since statistics fail to reveal legislative intent has been met. The sunset provision should stand, essentially killing SB 1368 from the 2000 session. SB 116 has a birthparent anonymity provision, which blocks adoptee rights.

Best social welfare policy has a tried and true history of shunning the act of abandonment, not legalizing it. Parents who relinquish their child to adoption are not prosecuted. California has over 90 licensed adoption agencies ready to serve expectant mothers who do not desire to parent. Counseling is provided for the mother, and health care for both mother and child. Fathers and family members, who would be candidates for custody or kinship adoption, are not notified under safe haven law, due to the anonymity provision.
